    Cheers from Belize. I was a part of the only 100% volunteer rescue group a few years ago. I can say with confidence that even for disaster preparedness training and scenarios this would be perfect. With more tinkering, I can see this expand not only for notification in urban areas but for high angle rescue, cave rescue and possibly even the addition of voice relay (yes CB's already exist) very informative.

    But why? You can go to the local sporting goods store and pick up a Gramin in reach mini that fits in your pocket and works off of the satellite system and will give you both SOS and 2 way txt messaging from sat coverage. It costs about what a music streaming service costs. I never travel without mine. Id always have it when at home or any time at a hotel but I also have it with me on planes trans and some times, automobiles. Works any where in the world, no ducks or cell coverage necessary.

    Why did you transcode this video to 4096x2048 instead of 3840x1920? I'm really baffled, also this video is missing ~3,000kbps in the VP9, I wonder if you'd gain that ~3,000kbps back by adding black bars even though that is a sin, or by rendering in 3840x1920 (?). Also, why 2:1 aspect ratio and why 30fps only, you could gain ~a third extra bitrate simply by frame doubling or filming in 60fps, but would the visual clarity be higher, I don't know, I'd imagine it would if doubling frames at least in regards to video encoder being smart enough to compress _"identical"_ frames in an efficient manner.

    I'd prefer a manufacturer wide update to be pushed if a major emergency like a really bad earthquake or truly bad flooding where a state of emergency is enacted. All phones would broadcast location info. What if someone can't reach their phone or are knocked unconscious.

    The WiFi radio in your phone should be able to set up a similar network using ad hoc, granted one would have to know a thing or two about networking and we live in an era where most people think "WiFi" is the "Internet". I will stick to my 2m/70cm HT in an emergency, neat idea by the way but who is going to wonder around and set this network up? Might be better to develop an app and make it a mandatory push for phone manufacturers to include in firmware. Your phones WiFi module has all the necessary hardware to handle this type of network, just all down to software, and in this case, anywhere there is someone with a phone and a charged battery can become an instant node to the network, it could even be tied into the emergency broadcast system to force activate random or select phones into the emergency "duck" mode, force cell sites to become radio relay type cluster network instead of hard links via fiber and force them into a type of burst transmission that will allow sms an simple data transfers, but no voice or high bandwidth data to clear up the band space and allow all devices to connect in a time division type network. Would require an overhaul, but much more reliable, all remaining cell sites and some phones become the network, remember you are not going to loose ALL of the cell sites.
